Sift flour, baking powder, salt and cream of tartar together.  Cut in shortening using a pastry cutter, until like coarse crumbs. Make a well in the flour mixture. Add milk and stir until dough follows fork around. Turn out onto a floured board and knead about 10 times ( takes 2 -3 minutes). Roll out with a rolling pin, cut with a biscuit cutter and pop in the oven at 450 for 10-12 minutes.
